About the project
With the introduction of the Dutch Omgevingswet, Rijkswaterstaat faced a fundamental shift in how citizen participation is approached. The new legislation demands a far more decentralised and participatory way of working. Together with Make Day, we developed the technology to support this transition.While Make Day conducted research and co-creation sessions with Rijkswaterstaat employees, we translated the insights into an interactive web application. The tool was designed for regional managers, giving them a hands-on way to explore the 'knobs of participation' and determine the right level of citizen involvement for each project.
The result is an interactive web platform that helps Rijkswaterstaat's regional managers navigate the complexity of the Omgevingswet with clarity and confidence. Rather than a static document, the tool responds to user input, guiding decision-makers through the right questions and participation strategies based on their specific context.By making the framework tangible and actionable, the platform bridges the gap between policy and practice, empowering teams to approach citizen participation in a structured and consistent way.
